Jan Luba QC Garden Court Chambers, London. His many years of experience combined with his encyclopaedic knowledge of Housing law make him ideally placed to lead this year’s Conference.
Liz Chambers, Community Safety Manager and strategic lead for community safety at Peabody. Peabody’s Community Safety team work on high risk ASB cases as well as providing advice, support and guidance to other departments on ASB issues. Liz chairs the London Housing ASB Group and also sits on the London ASB Board (Part of the London Community Safety Partnership), which co-ordinates London wide projects to tackle ASB. Liz has recently been involved in co-ordinating the g15 response to the Home office consultation on ASB tools and powers, and was part of the national Steering group reviewing the existing Respect Standard.
Gill Marshall Solicitor, Section Head, Leeds City Council. Gill manages a specialist team which deals with anti-social behaviour. She has been involved in anti-social behaviour and social housing cases for over 10 years.
Aaron Devereaux, Community Safety Manager-ASB, Brighton and Hove Council. Aaron has led on integrating two existing teams covering hate incidents/crimes and anti-social behaviour into one approach, based on responding to harm, risk and vulnerability. He also acted as a Home Office Advisor supporting policy development in the ASB Unit, working on the development of a new harm centred approach to tackling anti-social behaviour and crime.
Ed Hall, Crown Prosecutor, Complex Casework Unit: ASB and Public Order Offences, London. Ed has vast experience in prosecuting ASB cases in the courts.
Tess Ash, ASB Action Team adviser at CiH. Tess has vast experience in working in the public sector including estate management and had management responsibility for two large housing estates in Manchester. Since 2000 Tess has specialised as an ASB practitioner with the nationally recognised Anti Social Behaviour Action Team, and has extensive experience in managing ASB casework at an operational level as well as being involved in the development and implementation of the wider ASB strategy in Manchester.
